PEI’s Learner’s Licence Test: What to Expect

🕑 7 min read 📄 Study guide

Prince Edward Island runs its licensing through Access PEI, and the Prince Edward Island learner’s licence knowledge test itself looks like most other provinces’ — but the road ahead of it is one of the longest in Canada. Here’s what the test covers, and why pacing your expectations matters more here than most places.

3 years

is the minimum time PEI’s Graduated Driver Licensing Program takes from your first Instruction Permit to a full licence — one of the longest mandatory timelines of any Canadian province.

The question I get most from PEI students: “why is this taking so much longer than my friend’s in another province?” It’s not you — PEI’s system is genuinely built with a longer runway. Plan around it instead of fighting it.

The Test Format

The knowledge test for your Instruction Driver’s Permit (Class 7 licence) has 40 multiple-choice questions, and you need at least 32 correct (80%) to pass. You’ll need to book an appointment at your local Access PEI office, and bring valid identification (such as a birth certificate, passport, or other acceptable ID) plus proof of residency in PEI. If you’re under 18, you’ll also need a signed consent form from a parent or guardian. Expect questions covering:

  • Traffic signs, shapes, and colours
  • Right-of-way and intersection rules
  • Speed limits and safe following distance
  • Alcohol- and drug-impaired driving laws
  • PEI’s own Graduated Driver Licensing (GDL) rules
  • Sharing the road with cyclists, pedestrians, and school buses

A Study Method That Actually Sticks

The Driver’s Handbook is the final word here — if a practice question and the handbook ever disagree, trust the handbook. A cycle works better than reading it once cover to cover: learn a rule, test yourself on it, review anything you got wrong, understand why the correct answer is correct, and come back to it again a few days later.

1

Learn the rule

Read the handbook section and understand the reasoning, not just the fact.

2

Test yourself

Answer practice questions without checking the answer first.

3

Review your mistakes

Find every question you got wrong and figure out why.

4

Understand why

Know why the correct answer is correct, not just which letter it was.

5

Test yourself again, later

Coming back a few days later is what actually moves it into long-term memory.

A Study Plan

  • Days 1–3: Read the Driver’s Handbook by topic — signs first, then rules of the road, then the GDL rules themselves.
  • Days 4–5: Practice questions on each section as you finish it.
  • Day 6: Go back to the handbook for every topic that gave you trouble.
  • Day 7: A short, mixed review — not a new cram session the night before.

What an Instruction Permit Does & Doesn’t Allow

PEI’s Graduated Driver Licensing Program runs through three stages — starting with the Instruction Permit (Class 7), through further intermediate stages, and ending with a full Class 5 licence a few years later. From day one, your permit comes with real restrictions:

Supervision requiredA fully licensed driver must supervise you at all times while you hold your Instruction Permit.
Zero alcohol or drugsNo allowable limit at all — it’s zero, full stop.
Progression through stagesMoving from one stage to the next requires meeting minimum holding periods and demonstrating your driving ability — check current requirements with Access PEI for exactly what each stage involves.
Road tests requiredRoad tests are required at key stages of the program before you reach a full, unrestricted licence.
Worth knowing: because PEI’s full GDL program runs a minimum of three years, don’t assume your timeline will match a friend’s experience in another province — check the current stage-by-stage requirements directly with Access PEI so you know exactly what’s ahead.

How You’ll Know You’re Ready

  • You can explain why an answer is correct, not just pick it out
  • Your results on practice questions are consistent across several sessions, not just one strong run
  • You’ve gone back through the mistakes that kept repeating and actually resolved them
  • You know PEI’s GDL restrictions well enough to explain them, not just recognize them on a quiz

Test-Day Advice

  • Book your appointment at your local Access PEI office ahead of time
  • Bring valid ID, proof of residency, and (if under 18) signed parental consent
  • Read every question fully before answering, and watch for words like must, always, and unless
  • There’s no need to rush — work at a pace that lets you think clearly

The Bottom Line

PEI’s knowledge test itself is a straightforward 40-question, 80%-to-pass format — the real difference is what comes after. With one of the longest GDL timelines in the country, patience matters as much as preparation. Study the actual Driver’s Handbook, know your permit’s restrictions cold, and pace your expectations for a multi-year process rather than a quick one.
